Since you are creating this User Folder inside an Issue Tracker object, the webmaster email () will be used for possible password email reminders. Since you are not creating this User Folder inside a Issue Tracker object you have to enter a webmaster email if you want to use the password email reminders feature for users within.

Please note that since there already is User Folder here, you can to convert all the users to be Issue Users.
